NYISO Proposes to Meet Environmental Goals Via a “Carbon Charge”

A recent proposal from the New York Independent System Operator (NYISO) seeks to reflect the cost of carbon emissions in wholesale energy market offers via a “carbon charge,” thereby advancing the state’s energy and environmental goals.

The Carbon Pricing Straw Proposal also considers carbon charges on electricity imports, provides a methodology for returning carbon charge residuals and contemplates changes to NYISO capacity market and transmission planning processes.
