Taking a first step in reasserting U.S. leadership on climate change, President Biden on his first day in office signed an Executive Order to rejoin the Paris Agreement (the Agreement) made in 2015 with over 190 nations. Key to the Agreement is the onus on countries with developed economies, serving as a “name-and-shame” system by requiring countries to report their progress towards meeting their pledges.
